The beginning of an organized government

Nehemiah 7:5-73 (New International Version)

5 So my God put it into my heart to assemble the nobles, the officials and the common people for registration by families. I found the genealogical record of those who had been the first to return. This is what I found written there:

6 These are the people of the province who came up from the captivity of the exiles whom Nebuchadnezzar king of Babylon had taken captive (they returned to Jerusalem and Judah, each to his own town, 7 in company with Zerubbabel, Jeshua, Nehemiah, Azariah, Raamiah, Nahamani, Mordecai, Bilshan, Mispereth, Bigvai, Nehum and Baanah):

the descendants of
Hobaiah, Hakkoz and Barzillai (a man who had married a daughter of Barzillai the Gileadite and was called by that name).

64 These searched for their family records, but they could not find them and so were excluded from the priesthood as unclean. 65 The governor, therefore, ordered them not to eat any of the most sacred food until there should be a priest ministering with the Urim and Thummim.

66 The whole company numbered 42,360, 67 besides their 7,337 menservants and maidservants; and they also had 245 men and women singers. 68 There were 736 horses, 245 mules, [b] 69 435 camels and 6,720 donkeys.

70 Some of the heads of the families contributed to the work. The governor gave to the treasury 1,000 drachmas [c] of gold, 50 bowls and 530 garments for priests. 71 Some of the heads of the families gave to the treasury for the work 20,000 drachmas [d] of gold and 2,200 minas [e] of silver. 72 The total given by the rest of the people was 20,000 drachmas of gold, 2,000 minas [f] of silver and 67 garments for priests.

73 The priests, the Levites, the gatekeepers, the singers and the temple servants, along with certain of the people and the rest of the Israelites, settled in their own towns.

Ezra Reads the Law

When the seventh month came and the Israelites had settled in their towns,

The beginning of an organized government
An honorable name list

(v5)God moves people. (v5)
God rules over history.

Ministry moved by God

5 So my God put it into my heart to assemble the nobles, the officials and the common people for registration by families. I found the genealogical record of those who had been the first to return. This is what I found written there: (v5)

After everything was settled and the gate was installed, Nehemiah was touched by God to hold a census throughout Jerusalem. In the Old Testament, King David held a census and God was not pleased with him because he did it out of his personal pride. Nehemiah did it because he was moved by God. Their motives were not the same.
Reflection: Are all my deeds in concert with God’s will? Are they out of my personal will or are they moved by the Holy Spirit?
Administrative Tasks

5 So my God put it into my heart to assemble the nobles, the officials and the common people for registration by families. I found the genealogical record of those who had been the first to return. This is what I found written there: (v5)

In order to get people to serve and to give their tithes, it is essential to keep a record of the number of people. It is an administrative task to keep the number of the congregation in a church. It helps to know every church member’s situation.
Reflection: What is my concept of “Church Administrative Management”? Do I think it is an important thing? Or do I think that as long as I pray and put everything in God’s hand, it is unnecessary to assert such secular skills within the church?
Verifying the qualifications to serve

63 And from among the priests: the descendants of Hobaiah, Hakkoz and Barzillai (a man who had married a daughter of Barzillai the Gileadite and was called by that name). 64 These searched for their family records, but they could not find them and so were excluded from the priesthood as unclean. (v63-64)

Holding a census according to people’s genealogical record serves two functions. One is to clarify the qualifications to inherit the covenant of promise; the other is to verify the qualifications of the people who serve. Both functions are rooted in the same principle of life.

In verses 63 and 64, these people were considered unclean and could not serve as priests, because there was no proof of their genealogy.

Without the legal genealogical record, people could not receive the covenant of promise from the time of Abraham, Issac and Jacob. People could not serve as priests in the temple, if they were not descendants of Aaron. It was considered a very important principle and was taken seriously by God’s people. If they were not the descendants of the people with whom God had promised, they could not receive the covenant of promise. If they were not chosen and called, they could not serve.
Reflection: Do I hold different views from what was mentioned above? Do I have any prudent requests when I choose people to serve?
4>
An honorable name list

There is no doubt about what has been mentioned above. It is very similar to the list recorded in Ezra 2. It is a list of people who were touched by God and were willing to leave everything they had behind to return to their homeland and to participate in the reconstruction of the temple. Still, some chose to stay in Babylon because of personal concerns. People whose names were on the list were the ones willing to pay the price for God. Their names will be remembered and honored.
Reflection: Am I willing to pay the price for God and to sacrifice myself for faith? Is my name on the list in heaven?
5>
Everyone serves and tithes

70 Some of the heads of the families contributed to the work. The governor gave to the treasury 1,000 drachmas [c] of gold, 50 bowls and 530 garments for priests. 71 Some of the heads of the families gave to the treasury for the work 20,000 drachmas [d] of gold and 2,200 minas [e] of silver. 72 The total given by the rest of the people was 20,000 drachmas of gold, 2,000 minas [f] of silver and 67 garments for priests.(V70-72)

These verses mentioned that people were more than happy to bring tithes and offerings for the needs of the reconstruction work. The governors, clan leaders and all the others earnestly and generously participated in this matter. Altogether, they not only served but they also brought offerings. No one could serve or bring offerings for another’s sake. Each person should serve and participate through their own offerings. It is the same for today’s church; everyone in the congregation should do their part despite of their position and status.

Reflection: What is my attitude toward tithing? Do I take every opportunity to faithfully tithe?
